Yes. Pikol is free to download and play on Google Play. Optional Ad-Free and Premium subscriptions remove ads, and Premium also unlocks the Winners/Losers bracket format.
No. Pikol works fully offline and stores all game data on your device. An internet connection is only needed for Google Sign-In, which itself is only required to activate a subscription.
